    I know that these things are more scooter then they are motorcycle...but the one I saw today was hauling *** down the highway at 70+ mph. Looked pretty fun!
    not too sure about the first answer. Most Vespas are200-240cc. Anyone know for sure?

    Yes. The smallest one is a 250cc, which is a motorcycle. If they made a 50cc, then I think you wouldn't.

    In the US, Piaggio sells a 250cc, a 400cc, and a 500cc MP3. You'll need a motorcycle license.
